Community-Oriented Policing
Purpose
The purpose of this order is to outline the overall process we will utilize in implementing a Community Oriented Policing (COPS) model within the Salinas Police Department.
Background
A policing philosophy has developed within law enforcement over the past decade which, while known by many names, has generally come to be known as Community-Oriented Policing (COPS). In general terms, COPS is not a program, or a series of programs, but an overall style and philosophy of police service delivery, designed to accomplish our law enforcement mission. There are several key concepts within the COPS model which define this approach.
