Community Development

Housing Division

Infill Projects

For the past several years the City has been working in cooperation with Hartnell College and CHISPA (local non-profit housing developer) on a project which aims to address several community needs simultaneously. Hartnell’s Construction Technology Program, which provides coursework and hands-on training in building trades, needed residential construction projects for its students. In response, the City and CHISPA came together to provide the resources necessary to provide ‘real’ projects. Single family houses are built and then sold, at affordable prices, to first time homebuyer families.

The City identifies surplus City property in residential areas, ensures they are ready for development, and transfers title to CHISPA; CHISPA oversees the necessary planning and construction coordination, as well as the selection of buyers and sale of the units. The units are constructed by Hartnell students, with support from the local building contractor community as well as from community-minded building supply companies. As a result, unused properties are developed; vocational students gain valuable experience, and homeownership opportunities are provided to local residents.

All units in the Infill Housing Program are built with green build materials such as:

  • FSC certified Lumber
  • Tank-less Water Heater
  • Dual glazed windows - Low E
  • Energy Star rated Appliances
  • Low VOC Paint
  • Low Flow/Dual Flush Toilets
  • Insulation - formaldehyde free
  • Bamboo Flooring
  • Recycled Content Carpet
