CONSENT RESOLUTION

All matters listed under the Consent Resolution may be enacted by one motion unless a member of the City Council/Redevelopment Agency, the public, or a staff member requests discussion or a separate vote.

 

SALINAS CITY COUNCIL

 

1.     Approve minutes of June 24, 2008.

 

2.     Accept financial claims report.

 

3.     Adopt RESOLUTION calling for and consolidating the November 4, 2008 regular municipal election.

 

4.     Adopt RESOLUTION transmitting the FY 2008-2009 Assessment and Maintenance District levies to the Monterey County Tax Collector.

 

5.     Accept the Traffic Signal Installation at East Alisal Street and Towt Street, Project No. 9044, for maintenance and responsibility. 

 

6.     Adopt RESOLUTION awarding the 2008-09 Street Rehabilitation, Project No. 9438, and 2008-09 Parking Lot Resurfacing and Improvements, Project No. 9106, to Bond Blacktop, Inc. (Base Bid + Additive Alternate No's 2 & 3) in the amount of $2,433,335.48 and appropriate $5,700 from the Parking District Fund.

 

7.     Adopt RESOLUTION approving amendment #1 to the agreement for professional services between the City of Salinas and Earth Systems Pacific amending the scope of work to include construction support services for the Salinas Municipal Aquatic Center (Project No. 9761) in the amount of $56,523, and extending the terms of the agreement.

 

SALINAS REDEVELOPMENT AGENCY

 

1.     Approve minutes of June 24, 2008 meeting.

 

2.     Approve financial claims report.

 

3.     Adopt RESOLUTION authorizing the approval of the Sunset Avenue Business Recovery Loan Program.

 

The Redevelopment Agency will recess.

 

PUBLIC HEARINGS

 

1.     Annual Redistribution of Assessments for Fiscal Year 2007-08 (Division of Land and Bond) 

a.      Receive report by Lynn Mau, Public Works Assistant.

b.     Councilmembers’ questions.

c.      Open public hearing, receive public comments and/or written communications.

d.     Close public hearing.

e.      Councilmembers’ comments.

f.       Consider adopting RESOLUTION confirming the amended assessments for Abbott Street Assessment District 95-3.

 

 

2.     Oldtown Salinas Parking and Business Improvement Area Levy of Assessments – Fiscal Year 2008-09.

a.      Receive report from Alan Stumpf, Redevelopment Director.                  

b.     Councilmembers’ questions.

c.      Open public hearing; receive public comments and/or written communications; 

d.     Close public hearing.       

e.      Councilmembers’ comments.

f.       Consider adopting RESOLUTION denying the protests, if they represent less than 50% of the proposed assessments to be levied, and confirm the Oldtown Salinas Parking and Business Improvement Area Assessment District Report for FY 2008-2009, which shall constitute the levy of an assessment for that fiscal year.              

 

CONSIDERATION

 

1.   A Resolution Waiving Planned Unit Development (PUD) Permit Fee for Train Mural on Monterey County Credit Union Building Located at 20 West Market Street and also Waiving City Permit/Processing Fees Relative to a Proposed Donor Monument in Bataan Park and Murals Located on the Abutment Walls of the Train Trestle located at State Route 183.

a.   Receive report from James Serrano, Transportation Planner.

b.   Councilmembers’ questions.

c.   Public comments.

d.   Councilmembers’ comments.

e.   Consider adopting RESOLUTION waiving Planned Unit Development (PUD) Permit Fee for Train Mural on Monterey County Credit Union Building located at 20 West Market Street and also waiving City permit/processing fees relative to a proposed donor monument in Bataan Park and murals located on the abutment walls of the train trestle located at State Route 183.

 

The Salinas City Council/Redevelopment Agency will meet in closed session pursuant to:

a.      Government Code Section 54956.9(a), pending litigation, King v. City of Salinas, Workers Compensation Appeal Board, Case No. SAL 91073.

b.     Government Code Section 54956.9(a), pending litigation, Pacheco vs. City of Salinas, Monterey County Superior Court No. MS75918

c.      Government Code Section 54956.9(a), pending litigation, Baughn v. City of Salinas, Sixth District Court of Appeals, Case No. H030040.

d.     Government Code Section 54956.8, conference with real property negotiators Acting City Manager John Fair, City Attorney Vanessa Vallarta, and Redevelopment Director Alan Stumpf to discuss acquisition and lease of property located in the Sunset Avenue Redevelopment Project Area, at 331 N. Sanborn Rd. with the Salinas Church Of The Nazarene.
