JUNE 12, 2007 MEETING MINUTES
Mayor Donohue convened the joint City Council and
Redevelopment Agency meeting at 4 p.m.

PUBLIC COMMENTS
Ana Maria Salaiz,
1750 Donner Circle, stated that adjoining neighbors have five pit bulls that
pose a danger to her household members.
Hans Jongens
expressed concern regarding governmental fiscal responsibility.
CONSENT RESOLUTION
Consent item No. 7, Memorandum of Understanding establishing the
Monterey Bay Regional Water Solutions Leadership Task Force
Brian Finegan and Salinas Chamber of Commerce Executive Director John
Fair requested that this item be continued to a future date to allow further
public review.
Consent Item No. 9, Fire
Mobile Command Vehicles
David Nielsen, 911 Vehicle, referred to his May 18, 2007 protest of the
award to Command Vehicle Systems.
Manny Cauntay, Senior Buyer,
referred to Command Vehicle Systems’ correspondence affirming that they meet
the requirements outlined in the City’s
specifications.
Finance Director Tom Kever stated that references have been checked.
Battalion Chief Brett Loomis stated that both companies are reputable
companies. Command Vehicle Systems’
cost and warranty were better than 911 Vehicle’s, and the warranty exceeded the
bid document requirement.
Vanessa Vallarta stated that the City Code provides that purchases in
excess of $20,000 shall be awarded to the lowest responsible bidder.
Mr. Nielsen stated that there is a $38,000 difference in the quotes for
only two vehicles. Electronics are
expensive, and the difference in labor only accounts for $2,000 per
vehicle.
Ms. Vallarta stated that the City Attorney’s Office would enforce
contract provisions.
COUNCIL ACTION
Upon
motion by Councilmember Barnes and second by Councilmember Lutes, the Council
voted unanimously to adopt
RESOLUTION 19233 awarding Bid 07/0420 to convert two 2007 Ford Expedition El
Special Service Vehicle (SSV) into Fire Mobile Command Vehicles to Command
Vehicle Systems at a total cost of $65,583.38.
Absent: Councilmembers Sanchez
and Villegas.
COUNCIL ACTION
Upon motion by Councilmember Barnes and second by Councilmember De La
Rosa, the Council voted unanimously to adopt the Consent Resolution. Absent:
Councilmembers Sanchez and Villegas.
SALINAS CITY COUNCIL
1.
Approve minutes of
June 5, 2007 meeting. This item was
continued to June 19, 2007.
2. Accepted financial claims report.
3. Adopt
RESOLUTION approving and authorizing the Mayor to enter into a proposed
lease agreement with Simas-East Market LLC for the use of the Expo Site for
park and recreation purposes. This
item was continued to June 19, 2007.
4. Adopted
RESOLUTION 19230 awarding contract to Nor-Cal Contractor for the site
preparation and installation work for the ADA Compliant Restroom Upgrades at
Central and Closter Parks; Project 9033, in the amount of $98,518.30.
5.
Adopted RESOLUTION 19231 authorizing the Fire Chief
and/or City Manager to sign the Memorandum of Understanding between the City of
Oakland and the Salinas Fire Department for the Salinas Fire Department Search
and Rescue Canine Team.
6.
Introduced ORDINANCES pursuant to State Health and
Safety Code Section 33342.7 to reaffirm the Salinas Redevelopment Agency’s
policies for property acquisition.

8. Adopt
RESOLUTION authorizing execution of a Memorandum of Understanding
establishing the Monterey Bay Regional Water Solutions Leadership Task
Force. This item was continued to
June 19, 2007.
9. Adopted RESOLUTION 19232 awarding Bid
07/0427 to Ricker Machinery at a total cost of $222,007.50 and enter into a
six-year lease agreement with Municipal Leasing Credit Corporation.
10. Adopt RESOLUTION awarding Bid 07/0420 to
convert two 2007 Ford Expedition El Special Service Vehicle (SSV) into Fire
Mobile Command Vehicles to Command Vehicle Systems at a total cost of
$65,583.38. This item was voted on
separately.
11. Introduced ORDINANCE
amending City Code Section 2-1, Rule 3(b) to change the order of business for
regular City Council meetings.

REDEVELOPMENT AGENCY

PUBLIC
HEARING
1. Justice Assistance Grant Funding
(JAG).
Police
Commander Daniel Perez stated that this is a recurring joint grant application.
COUNCIL ACTION
Upon
motion by Councilmember De La Rosa and second by Councilmember Barnes, Council
voted unanimously to adopt RESOLUTION 19234 authorizing the Mayor to sign the
recurring grant joint grant application and Memorandum of Understanding with
Monterey County outlining the proposed expenditure plan for $146,595 in
funding, including $122,242 for the City of Salinas and $24,353 in funding for
Monterey County.
CITY
COUNCIL CONSIDERATION
1. Approval of
Oldtown Salinas Association Assessment District Report FY 2007/2008 and
Resolution of Intention to levy and collect an annual assessment for the
District.
Redevelopment Director Alan Stumpf presented his
report.
COUNCIL
ACTION
Upon motion by Councilmember Barrera and second by Councilmember Lutes,
Council voted unanimously to adopt RESOLUTION 19235 approving the Annual Report
and adopt a RESOLUTION OF INTENTION 513 to levy and collect an annual
assessment, and setting the July 10, 2007 public hearing.
COUNCILMEMBER
REPORTS/APPOINTMENTS/FUTURE AGENDA ITEMS
Councilmember Barrera
requested that Council cancel the July 17, 2007 meeting due to the conflict
with the Kiddie Kaper Parade.
Councilmember Lutes
asked that staff respond on the pitbull complaint and to consider other cities’
dangerous dogs ordinances.
The City
Council recessed to closed session at 5:40 p.m. pursuant to:

Section 54956.9(b) (one potential case) conference with legal counsel regarding
anticipated litigation Baughn v. City of Salinas.
