SALINAS CITY COUNCIL
MINUTES OF MEETING
JANUARY 27, 2006
The City Council meeting convened at the Salinas Community
Center at 1:50 p.m. Committee meeting.
Present:

Councilmember Sergio Sanchez
Mayor Caballero introduced Dr. Richard Garcia, the meeting
facilitator, and the Measure V Oversight Committee members present in the
audience. She explained that the
Council did not want to get into specific budget details prior to the Committee
and Council District meetings
There were no public comments.
Councilmembers reviewed
progress toward the below goals setting during their previous goal-setting
session:
Previously established

Generate economic
development throughout the City of Salinas

Promote and support a
safe and peaceful community
4.
Promote workforce
housing development throughout the County
5.
Provide leadership in
City-centered growth policies

Dr. Garcia noted that
eighty percent of the goals’ objectives were achieved. Mr. Mora noted that the least progress was
made on City-centered growth policies due to factors outside of the City’s
control. All of the objectives relating
to workforce housing development were achieved. Half of the objectives were achieved for the second highest
priority, i.e. generate economic development.
Councilmembers developed and prioritized goals for the
current year and identified corresponding issues and objectives as follows:

Mayor Caballero pointed out that the issues look
overwhelming. But not all of them
require money. Some are
intergovernmental issues. Some issues
are less complex than others.
Councilmember Barnes pointed out that the Measure V Tax
revenues would not allow the City to add new programs, but only to restore some
of the programs that were cut.
Dr. Garcia asked Council to identify the opportunities these
issues and revenues present.
Councilmember Sanchez
stated that this is an opportunity to consider improving ways to be more
efficient and creative, and to seek alternative funding. Councilmember Sanchez
stated that this is an opportunity to build community trust by responsible
management of the new tax.
Councilmember Giuriato stated that short-term as well as
long-term goals should be considered.
Councilmember Barnes
stated that this is an opportunity to recognize all of the goals that have been
accomplished. Dr. Garcia and
Councilmembers noted that this is an opportunity to recognize employees, who
have continued to provide services with less resources.
Councilmember Ocampo
stated that this is an opportunity to focus on economic development and
technology.
Marlys Maher stated that
volunteers are part of a vibrant community.
The Volunteer Coordinator position should be restored. Mayor Caballero stated that the Committee
would be advised of the positions that have been eliminated, including the
Volunteer and Neighborhood Services Coordinator. The Volunteer Coordinator saved
the City $250,000 annually.
Rose Colon commended the
process.
LynneSteele
supports the goal to promote literacy.
Mayor Caballero noted that
there are three less department directors than last year and 122 less employees
in all of the departments with the exception of public safety.
