TO ORDER: Chairperson Bob McGregor called the
meeting to order at 7:01p.m.
PRESENT: Commissioners Bob McGregor, Richard
Fors, Jack Jella, Jim Shumaker, and Mark Zanko.
ABSENT: Commissioner Ausonio and Commissioner
Munoz
STAFF PRESENT: Airport Manager Gary Petersen, Sr. Deputy City Attorney,
Chris Callihan, Administrative Secretary Liz Soto, and Senior Airport
Technician, Earl Paisant.
Mr. Petersen introduced Nathan Odell as the new addition to the Airport
to ensure the Airport will be covered for 365 days out of the year. Mr. Petersen welcomed David Green as the new
Tower Chief.

Motion
Upon motion by Commissioner
Jella second by Commissioner Shumaker, the Commission approved the minutes of
May 22, 2008
C. COMMISSION CONSIDERATIONS:
NEW
BUSINESS:
1.
AIR FORCE TRAINING EXERCISE IN JULY (PRESENTATION)
U.S. Air Force at SNS Hydra 2008 is a disaster
preparedness drill that includes Air Force and Army activities. The exercise is
coordinated by the 615th Contingency Response Wing out of Travis Air Force Base
and includes participations by multiple branches from across the country. This is the fourth annual training exercise
the Air Force is doing. Training
Scenario is a major event in a foreign country that requires a forty-eight hour
response time from the military.
On July 10 through 12th Military will set
up a tent area to house approximately 100 military personnel. On July 13
through 18th Air operations will be conducted 24/7 by two C-130 and
one C-17s. On July 19 through 20th
Air Force will demobilize and depart by the 21st.
Mr. Petersen explained that the most important
benefit of this exercise is that the Salinas Municipal Airport has been
thoroughly evaluated by the Air Force for future military use. The information gathered by the Air Force is
entered into a national database that is accessible to all military personnel.
The City of Salinas and Airport business will derive
significant economic benefit from this training exercise. Central Coast Aviation expects to sell
approximately 200,000 gallons of fuel.
This will mean 10,000 12,000 of fuel sale overage for the
Airport. The Landing Zone will provide
over 500 meals to Military personnel.
Military personnel will occupy about 90 hotel rooms in the City and rent
several vehicles. Central Coast
Aviation is hosting a Military Appreciation Barbecue on Thursday July 17 from
6:00 9:00 pm.
Airport
Staff has issued an Airport Use Permit to the United States Air Force to
conduct training exercise and to Central Coast Aviation for Barbecue. Airport will issue NOTAMS 72 hours ahead.
OLD BUSINESS:
1.
UPDATE ON AIRPORT RULES AND REGULATIONS FINAL INPUT REQUEST FOR
RECCOMENDATION TO CITY COUNCIL FOR APPROVAL
Mr. Petersen presented the Final Draft of the Rules and Regulations.
MOTION
Upon motion by Commissioner Zanko second by Commissioner Shumaker, the
commission recommended that the Final Rules and Regulations go to City Council
for approval.
2.
AIRPORT PROJECT UPDATES (PRESENTATION)
Terminal Building Mr. Petersen presented a PowerPoint
presentation of the terminal building projects in progress.
FAA ACIP Projects The FAA awarded Grant in the
amount of $745,560 for construction of the taxiway to the core area, realign
Service Road, Refurbish Airport Beacon, improve gate and fencing, reconfigure
transient ramp (unfunded).
Airport Master Plan The FAA awarded a Grant for
$150,000 to update the Master Plan.
The Carabou is finally gone after 18 months of
correspondence.
D. AIRPORT
MANAGERS REPORT.
1.
Activities
Count Mr. Petersen explained that Light Sport has been flying more but
weekend use is down.
2.
Tenant
Appreciation Day - Mr. Petersen thanked Jeff Soares and Lori Atkinson for their
help on that day. The Landing Zone
served approximately 175 lunches that day.
3.
Cal-Water
Pump station Update Cal-Water is surveying the area where the new water line
will be installed.
4.
Airport
Overpass Update Reconfiguration Mr. Petersen informed that Cal-Trans early
estimates were about 64 million dollars and looked at putting two lanes. The money was not there. Cal-Trans took a second look and with smart
signals and some reconfiguration they could do it for a lot less.

do at the Airport
