Salinas Animal Services The City of Salinas Animal Services is responsible for the collection and shelter of stray and unwanted animals within the city limits. Animal control field services are provided to the community by three Animal Control Officers. Mailing Address: The City of Salinas Animal Shelter is located at 144 Hitchcock Rd. To get to the shelter follow Hwy. 68 or Davis Rd. to Hitchcock Rd. There is a large sign by the road. Turn and follow the one lane road about 300 yards to the building with landscaping.
